07/30/2006Aug. 8 ElectionsEDITOR'S NOTE: Below is a list of issues facing voters on the Aug. 8. ANTRIM COUNTY There are several contested primary races for two-year terms on the Antrim county board. Republicans Jerroll Drenth and Walt Franczek are running in District 1, with the winner to face Democrat Richard Saul in November. In District 2, Democrats Vivian DeMorrow and Twala Wolfe square off to challenge incumbent Republican Eugene Dawson. The District 5 race includes incumbent Republican David Howelman and Democrat LeAnne Gilbert. Five incumbent county commissioners are running unopposed Republican Larry Bargy in District 3, Republican Jack White in District 4, Republican Michael Crawford in District 6, Democrat Laurie Stanek in District 7 and Republican Bernard Blackmore in District 8. There are no candidates for the District 9 seat. Incumbent Probate Judge Norman Hayes has no opposition for another six-year term. County voters will be asked to approve a 1-mill request to fund operation of the Meadow Brook Medical Care Facility. It's a four-year request and would raise an estimated $1,676,136 in the first year. In Banks Township, Republican Thomas Mann is unopposed for supervisor, and Republican Mark DeKorne is the only candidate for trustee. Township voters also will decide on a 1-mill, two-year proposal to pay for road construction and maintenance. The millage would raise an estimated $78,834 per year. Republicans Raymond Brace and Heather Springstead are running for Central Lake Township treasurer. Also on the township ballot is renewal of 1 mill for four years to fund road maintenance and construction of unimproved roads, raising at least $117,136 a year. Jordan Township residents will vote on a proposed 1-mill levy for two years to pay for enforcement of the township's blight ordinance. The millage would raise $23,500 a year. The ballot in Star Township includes renewal of 1 mill for four years for fire protection. The levy would raise $38,396 each year. In Warner Township, voters will be asked to renew 1.5 mills for four years to fund road improvement, repair and maintenance. The millage would raise $24,000 a year. Voters in the townships of Central Lake, Chestonia, Custer, Forest Home, Helena, Kearney, Mancelona, Star and Warner will decide on a 0.65-mill, four-year proposition to equip, operate and maintain ambulance service. The proposal would replace the millage for ambulance services previously approved by voters in the individual townships that comprise the ambulance authority. The millage would raise upwards of $547,388 annually. BENZIE COUNTY The primary ballot features several contested races for two-year terms on the Benzie County Board of Commissioners. In District 3, Republican incumbent Michael Jones faces challenger JoAnn Holwerda, with the winner to face Democrat Jeffery Sandman in November. In District 4, Republicans Uledene Merrill and Marc Rosseels face off to oppose Democrat Anne Damm. The District 5 race features Republican incumbent Frank Walterhouse and Democrat Kathy Ralston. District 6 incumbent Republican Tom Kelley faces Republican challengers Bruce Andersen Sr. and Roger Hubbell. Four Republicans are in the District 7 primary race incumbent Donald Smeltzer, Jon Haugen, James Love and Donald Tanner. Randy Rice, who is running without party affiliation in District 7, will not appear on the ballot until the general election. Mark Roper in District 1 and Mary Pitcher in District 2, both incumbent Republicans, are unopposed. Incumbent Benzie County Probate Judge Nancy Kida is running for another six-year term against county prosecutor Anthony Cicchelli and John Daugherty. County voters will also decide two millage proposals. The first is a 0.10-mill, three-year levy for the county's animal control services program. The levy, at the same level approved by voters in 2003, would raise $94,000 in the first year. The second asks voters to approve 0.5 mills for five years to pay for public transportation services provided by the Benzie Transportation Authority. The tax would raise $455,000 in its first year. In Almira Township, a proposal asks voters to restore 0.275 mills for five years to pay for maintenance and operations at the Almira Township Park. It would raise an estimated $35,750 in its first year. Democrat Laura Draeger is the only candidate for Colfax Township treasurer. Republican Kristine Hollenbeck faces no opposition in her bid for Crystal Lake Township clerk. Township voters will also decide a proposal to levy 1 mill a year in perpetuity to pay for Crystal Lake's portion of annual expenses for the Benzie Shores District Library. In its first year, the levy would raise an estimated $120,365. Republicans Zelda Gray and Jessica Wooten and Democrat M. Carroll Volpe are running for Homestead Township trustee. Inland Township voters will decide a 1.5-mill, five-year proposal to fund fire protection services. The millage would raise $76,656 in the first year. Republican Mary Wixson is the only candidate for Weldon Township treasurer. CHARLEVOIX COUNTY Five of the six seats on the Charlevoix county board feature contested races for two-year terms. Republicans Shirlene Tripp and Josh Barnes are competing to represent District 1. In District 2, incumbent W. Randolph Frykberg and Chris Christensen, both Republicans, will face off. The District 3 race pits incumbent Republican Ronald Reinhardt against Republican Alex Greficz. The Republican candidates in District 4 are incumbent Victor Patrick and Joel Evans. In District 5, challenger Robert Drebenstedt seeks to unseat incumbent Republican Dennis Jason. District 6 incumbent Republican Shirley Roloff is running unopposed. County voters will also decide a 1-mill, five-year proposition to pay for road and highway maintenance and repair. It would produce $1,866,067 during its first year. Republican James Vanek is running unopposed for Bay Township clerk. The ballot in Eveline Township includes a proposed 1 mill for two years for road construction and maintenance, raising $221,911 in its first year. Republican Ronald Chapman is the only candidate for township trustee. In Hayes Township, Republicans Frederick Parsons and Ethel Knepp are running for supervisor. Republican Marlene Golovich is the only candidate for township clerk, and Democrat Jim Rudolph is running for trustee. Voters in Hudson Township will decide on a 1-mill, six-year proposal to pay for fire department equipment. It would raise $35,863 in its first year. Also on the ballot is renewal of 2 mills for four years to fund road improvements. It would generate $71,727 in the first year. Voters in Melrose Township will decide three separate millage proposals to fund road work and the township's fire department. The first 2-mill, four-year proposition would raise $165,000 a year for road maintenance, repair and construction. The second would renew a 0.5-mill levy for four years for fire department operations, raising $46,420 annually. The third calls for renewal of 0.5 mill for four years for the fire department's sinking fund. In Norwood Township, voters will decide a 1-mill renewal for four years for road construction and maintenance to raise $42,259 a year. There's also a 0.5-mill renewal for four years to pay for fire and ambulance emergency services raising $21,130 a year. Republican David Leusink is the only candidate for township treasurer. The Peaine Township ballot features five millage propositions. There's a 1-mill proposal for five years to pay for road construction and maintenance, and an additional 1 mill for six years for road construction and maintenance, both generating around $58,000 per year. The third would renew 2 mills for four years for operation of the medical center on Beaver Island, generating $116,951 a year. The fourth asks to renew a 0.75-mill, five-year levy for airport operations and maintenance and would raise $44,953 in the first year. Voters in both Peaine and St. James townships will decide on a 1-mill levy for four years to operate the Beaver Island District Library. The tax would produce close to $99,000 per year. In St. James Township, voters will be asked to renew 1 mill for four years to fund fire protection services, raising $40,521 in the first year. Also on the ballot is renewal of 2 mills for four years for Beaver Island's medical center. The final proposal asks to restore 2 mills for four years to pay for road construction and maintenance, generating $81,043 in the first year. CHEBOYGAN COUNTY The Cheboygan County ballot features races for two-year terms on the Cheboygan County Board of Commissioners, but none are contested in the primary. Democrat Dorothy Schneider and incumbent Republican Linda LaChapelle Socha are running in District 1. District 5 candidates are Democrat Leonard Page and incumbent Republican Daniel O'Henley. In District 6, the candidates are Democrat Cynthia Kress and Republican incumbent John Wallace. District 7 candidates are Democrat Jodi Anderson and incumbent Republican Robert Bolinger. Unopposed incumbents are District 2 Democrat Herb Makima, Republican Pete Redmond in District 3 and Democrat Alice Mushlock in District 4. A six-year term is up for election on the Cheboygan County Road Commission. Democrat Donald Spray will run unopposed in the primary, while voters will decide between Republicans David Brown and Karen Hempenstall. County voters will decide on an apportionment proposal to limit local taxes to no more than 7 mills, divided among schools, county and township governments. They will also vote on a county-wide millage request to restore a 0.49-mill tax for senior citizen services, which expired in 2005. The tax would raise more than $596,000 in 2006 and expire in four years. Aloha Township proposes a 1-mill renewal for fire protection services through 2010 to raise nearly $49,000 in the first year. Voters will also decide on renewal of 1 mill for road construction services, also expiring in 2010. Forest Township is requesting approval of a 1-mill renewal for general operating funds, to expire in 2010 and raise more than $24,000 in the first year. Grant Township proposes renewal of 1 mill for fire protection services, to expire in 2010 and raise more than $42,000 a year. In Inverness Township, voters will decide a 1-mill renewal for fire protection services, to expire in 2013 and raise more than $90,000 in the first year. Nunda Township proposes a 1.25-mill tax renewal for road maintenance, to expire in 2010 and raise more than $45,000 in the first year. Tuscarora Township is asking for a 1.25-mill parks and recreation tax, to expire in 2008 and raise about $206,000 in the first year. Voters will also decide on a proposed 0.15-mill library tax, to run in perpetuity and raise more than $26,000 in 2006. The Walker Township supervisor seat is up for election and Democrat Brian Veihl and Republican Hayden Wilson will both run unopposed in the primary election. Democrat Melissa Sturtevant is the sole candidate for Walker Township clerk, while Republican Gail Southwell is the only candidate for trustee. Republican Eunice Hart is the lone candidate for Waverly Township clerk. CRAWFORD COUNTY There are no contested primary election races for two-year terms on the Crawford County Board. District 3 candidates are incumbent Republican Shelley Pinkelman and Democrat H.J. VanderPutten. Incumbent Republican Terry Beardslee is running alongside Democrat Roy Spangler in District 7. Incumbents running unopposed are Republican Kathy Rogers in District 1, Republican Scott Hanson in District 2, Republican Mike Lange in District 4, Republican David Stephenson in District 5 and Democrat Rick Anderson in District 6. Republican John Hartman is unopposed for a 6-year term on the county road commission. County voters also will be asked to approve a 0.20-mill levy for four years to pay for historical preservation efforts. The tax would raise $108,608 in its first year. Republican Annette Stimpson is the only candidate for Lovells Township trustee, for a partial term ending in 2008. EMMET COUNTY Only one of the races for two-year terms on the Emmet County Board features a runoff in the primary election. Incumbent Thomas Foltz and Edward Stokel, both Republicans, are running for the District 6 seat. Incumbent commissioners running unopposed are Republican James Tamlyn in District 1, Republican Leroy Gregory in District 2, Republican Thomas Shier in District 3, Republican Al Behan in District 4, Republican Jack Jones in District 5 and Republican Les Atchison in District 7. County voters also will decide a proposed 0.5-mill renewal for four years to pay for services to senior citizens. The tax would produce $1,199,963 in its first year. In Center Township, voters will be asked to renew 1 mill through 2008 for road work. It would raise $19,440 in its first year. Democrat Gene Reck is the only candidate for Cross Village Township clerk. The ballot in Littlefield Township requests renewal of 1 mill through 2009 for fire and emergency medical services. The millage would raise $103,757 in the first year. Republican Tom Bernard is unopposed in his bid for Springvale Township supervisor. Republican Bob Sandford is the only candidate for supervisor in West Traverse Township. GRAND TRAVERSE COUNTY Candidates will compete in several contested primary races for two-year seats on the Grand Traverse County Board of Commissioners. In District 1, incumbent Republican Tom Kern and challenger Bruce Hooper are running to face Democrat Donna Hornberger in November. District 2 candidates are incumbent Republican Larry Inman and Democrat Robin James. The winner of the District 7 runoff between Republicans Maurice Dore Dennis, Chris Maxbauer and Cleon "Junior" VanDyke will face Democrat John Nelson in the general election. In District 8, Republicans Steve Rawlings and Larry Fleis are running alongside Democrat Phil Scott. District 9 candidates are incumbent Republican Addison Wheelock Jr. and Democrat Don Dierkes. Incumbent commissioners running unopposed are Margaret Underwood in District 3, Herbert Lemcool in District 4, Wayne Schmidt in District 5 and Richard Thomas in District 6. All are Republicans. Traverse City voters will decide on a city bond issue of up to $16 million primarily to pay for a West Front Street parking ramp in a 100-foot-tall, mixed use development by Federated Properties. Republican Susanne Courtade is running unopposed for East Bay Township clerk. Republican John Rudolph is the only candidate for township park commissioner. Fife Lake Township voters will decide whether to levy 1.75 mills for four years to pay for police protection. The millage would raise $77,390 in its first year. In Long Lake Township, Republicans David Garvin, Brian Maywood, Charles Mehney Jr. and Steven Steimel are competing for one township trustee seat Paradise Township is seeking renewal of 1.5 mills through 2008 to fund fire protection, generating $153,623-plus per year. The Whitewater Township ballot includes a proposal to restore a 1-mill approved in 1974 by voters reduced to 0.6090 mill by the Headlee rollback through 2013 to pay for general township operations. The measure would raise $60,209 in its first year. Township voters will also decide on renewal a 0.25-mill levy through 2015 for parks and recreation projects, raising $38,490 in its first year. KALKASKA COUNTY There are four contested primary races for two-year county board seats. District 1 candidates are Republicans Robert Crambell Jr., incumbent Ralph Kingsley and Russ LaRowe. Republicans Stuart McKinnon and Louis Nemeth are running in District 2. Incumbent Michael Cox and George Shetler, both Republicans, are running in District 3. In District 6, incumbent Diana Needham, Debra Kimball and Daniel Bitner are in a Republican primary runoff. District 5 candidates are Republican Edward Smith and incumbent Democrat Louis Walter. Incumbent Alan McCullen, a Democrat, is unopposed in District 4. Incumbent Republican Craig Wood is the only candidate in District 7. Republican James Green is running for a six-year term on the county road commission. Democrat Margaret Anne Custer is the only candidate for a partial road commission term ending in 2008. The ballot includes two county-wide millage propositions. The first is 0.25 mills for four years for the Kalkaska County Commission on Aging and would raise $170,033 in the first year. The second is a 0.25-mill five-year proposal that would raise $162,144 in its first year for the Kalkaska Public Transit Authority. Voters in Bear Lake Township will consider renewing 1 mill for four years to fund the fire department, which would raise $53,198 in the first year. Also sought is a renewal of 0.35 mills for four years, estimated to raise $18,619 in its first year, for the township's medical rescue unit. In Blue Lake Township, residents will decide a 1-mill, one-year proposition for a replacement tanker truck for the fire department. Also on the ballot is renewal of 1 mill for five years for fire protection and rescue services. The taxes would raise $78,000-plus annually. Voters in Boardman Township will be decide a 1-mill, five-year levy to fund the township's fire department. It would raise $32,976 in the first year. The ballot also includes a proposed 2 mills for five years to pay for road improvements, estimated to produce $65,952 in the first year. Democrat Daniel Prokup is the only candidate for Excelsior Township trustee, for a partial term ending in 2008. In Orange Township, voters will decide on renewal of 1 mill through 2011 for fire protection. It would raise $31,555-plus per year. Democrat John Rogers is unopposed for a partial term ending in 2008 as Rapid River Township trustee. The Springfield Township ballot features renewal of 2 mills through 2009 for road maintenance, estimated to raise $75,700 in the first year. LEELANAU COUNTY District 2 county Commissioner Mark Walter and Michael Anton, both Republicans, will compete in the only contested primary race for two-year Leelanau County board terms. Republican incumbents running unopposed are Jean Watkoski in District 1, William Bunek in District 3, Mary Tonneberger in District 4, David Shiflett in District 5, Robert Hawley in District 6 and Melinda Lautner in District 7. Incumbent Republican Glen Noonan faces no opposition in his bid for another six-year term on the road commission. There are two county-wide tax questions on the ballot. The first seeks renewal of 0.5 mill for two years to fund road and highway maintenance and repair, estimated to bring in $998,301 a year. The second proposes a $29-per-household annual fee for a period of five years to pay for recycling and waste reduction programs. Republican Nichele Hursey is running unopposed for Bingham Township treasurer, to fill a partial term that expires in 2008. Voters in Bingham and Suttons Bay townships and the village of Suttons Bay will decide on a 0.77-mill levy that would run in perpetuity to fund the Suttons Bay-Bingham District Library. The millage would raise $262,652 in its first year and replace the current funding provided individually by the townships. The Cleveland Township ballot has proposed a 0.50-mill levy through 2009 to pay for fire and emergency stand-by service provided by the Solon-Centerville Township Fire Department. It would generate $42,670 in its first year. In Leelanau Township, voters will decide a 0.30-mill, four-year proposition to fund township facility improvements, road work and equipment. It would raise $94,916 in the first year. Leland Township voters will decide on restoring a levy of 1 mill through 2011 to pay for general township operations. If approved it would raise $149,706 in the first year. Leland Township also seeks 1 mill through 2008 to pay for emergency medical and fire department operations, which would raise $318,500 in the first year. A separate proposition asks for a 0.40-mill levy through 2008 to fund emergency medical and fire department equipment generating $127,400 in the first year. In Solon Township, voters will decide a on 0.50-mill levy for two years to support township fire and ambulance services. The tax would raise close to $70,000 over two years. MANISTEE COUNTY None of the candidates for two-year terms on the Manistee county board face contested races in the primary election. In District 2, Democratic incumbent Allen O'Shea is running alongside Republican Ned Stuits. Incumbents running unopposed are Republican Janice McCraner in District 1, Democrat Glenn Lottie in District 3, Democrat Ervin Kowalski in District 4, Republican Edward Haik in District 5, Democrat Kathy Fenstermacher in District 6 and Democrat Carl Rutske in District 7. Voters will also cast ballots on three county-wide millage questions. The first seeks renewal of 0.33-mills for seven years to fund Dial-A-Ride public transportation service and would generate $317,177 in the first year. The second is a 0.5-mill levy renewal through 2010 for the Manistee County Medical Care Facility, raising $480,571 in the first year. Voters will also decide on a five-year apportionment proposal to limit local taxes to no more than 7.3 mills, divided among county and township governments and the intermediate school district. Republican Tom Wass is the only candidate for a partial term as Arcadia Township supervisor. The township ballot features restoration of 1 mill through 2010, which would raise $54,442 in the first year, for fire protection. Voters will also decide a proposed 0.2-mill levy through 2010 to fund street lighting. That millage would produce $10,888 in its first year. Republican Jeffrey Westheimer is running for a partial term as Brown Township trustee. The township also seeks renewal of 1 mill for two years, which would raise $25,100 in the first year, to pay for fire and rescue services. In Cleon Township, Democrat Jeff Stanton is unopposed for a partial term as supervisor. Democrat Larry Linke is running for a partial term as Filer Township trustee. Republican Connie Smith is the lone candidate for a partial term as treasurer in Manistee Township. Maple Grove Township requests renewal of 0.5 mills for five years to support cemetery maintenance. The tax would generate $15,650 in its first year. Norman Township voters will be asked to approve renewal of 1 mill for two years to fund ambulance operations, which would raise $47,619 in the first year. The ballot also includes renewal of 2 mills for two years for fire department operations generating $95,238 in its first year. In Onekama Township, Republican Roland Clement is running for a partial trustee term. The ballot also has a 1-mill proposal through 2010 to pay for road work generating $115,369 in the first year. Pleasanton Township residents will decide renewal of 0.5 mills through 2011 to pay for fire services that would generate $17,500 in its first year. MISSAUKEE COUNTY All seven Missaukee County commissioners are running unopposed for re-election to two-year terms. They are Lan Bridson in District 1, Brian Whipple in District 2, Daniel Waller in District 3, Susan Rogers in District 4, Dean Vivian in District 5, Donald Shaarda in District 6 and Hubert Zuiderveen in District 7. All are Republicans. Republican Larry Norman is running for re-election to a six-year term on the road commission. Incumbent Probate Judge Charles Parsons is unopposed for another six-year term. A county-wide ballot question seeks renewal of 0.5 mills for four years to fund services provided by the Commission on Aging. The tax would generate $234,901 in its first year. In Aetna Township, voters will decide renewal of 1 mill through 2009, which would raise more than $17,000 a year to pay for fire protection. Bloomfield Township is requesting renewal of 1 mill for four years to reconstruct roads and replace bridges. The tax would raise $17,255 in its first year. The ballot in Butterfield Township includes a proposed to 2-mill renewal for four years to pay for road construction and maintenance to generate $32,306 in the first year. Republican Daniel Elshholz is the only candidate for township trustee. In Clam Union Township, voters will decide on a 1-mill, six-year renewal levy for fire protection services producing $25,482 per year. Enterprise Township is requesting 1 mill through 2015 for building and furnishing a new township hall. It would generate $12,440 in its first year. Democrat Anita Londak is unopposed for township trustee. Republican Benita Meekhof is the only candidate for treasurer in Holland Township. In Lake Township, Republican Kay Ouwinga is running for clerk and Republican Kevin Gill is unopposed for trustee. Republican Aldyne Ebels is the only candidate for treasurer in Reeder Township, and Republican Keith Ebels is running for trustee. The township also wants renewal of 2 mills for four years, raising $55,560 in the first year, for road construction and maintenance. Richland Township voters will decide renewal of 1 mill through 2009 for road construction. It would generate $38,947-plus annually. The Riverside Township ballot requests renewal of a 1-mill levy for four years to pay for fire protection, estimated to raise $28,000 in the first year. In West Branch Township, Democrat Jeanie Wilton is running for trustee. The township also seeks a 1-mill, four-year levy to pay for fire protection. The millage would generate $15,721 in its first year. OTSEGO COUNTY Only one of the nine Republican incumbents on the Otsego County Board faces a challenge in the primary election. District 2 incumbent Paul Beachnau, board chairman, faces Republican challenger Brian Morgan of Gaylord for a two-year term. Commissioners running unopposed are Clark Bates in District 1, Paul Liss in District 3, Lee Olsen in District 4, Erma Backenstose in District 5, Ken Glasser in District 6, Doug Johnson in District 7, Mike Hyde in District 8 and Allan Bentz in District 9. All are Republicans. One six-year term is up for election on the road commission. The race features two Republicans incumbent Jack Deming of Vanderbilt and challenger Jim Spires of Gaylord. A millage proposal to construct, furnish, equip and operate of a new jail in Otsego County would levy 1.6 mills for 20 years. The first year of the proposed tax would raise about $1.89 million. A renewal millage to support operation of the Otsego County Sportsplex would levy 0.3 mills for 20 years and raise about $337,000 in the first year. Voters will decide a proposed 0.55-mill, 20-year levy to construct, furnish and equip an addition to the Otsego County Sportsplex. The millage would raise $617,000 in its first year. Another proposed proposal would provide local matching funds to assist in the planning, design and construction of two crossovers of Interstate 75, from Van Tyle Road to Wisconsin Avenue and from Milbocker to McCoy roads. It would levy 0.8 mills for five years. Proposed renewal of 0.1875 mills for five years would raise more than $217,000 a year to operate the Otsego County Parks and Recreation Commission. WEXFORD COUNTY Four races for two-year terms on the Wexford county board feature challenges in the primary. Republicans Thomas Akers and John Fuscone are running in District 1. In District 6, the race is between incumbent Republican Jay Thiebaut and Republican MIchael Stump. Thiebaut also faces a recall election in the primary. Republican Frank Mowrey is challenging Republican incumbent William Barnett in District 7. In District 9, incumbent Scott Reagan faces fellow Republican Terry Harvey. Incumbents running unopposed are Leslie Housler in District 2, Jerry Bulock in District 3, Larry Copley in District 4, Bill Goodwill in District 5 and Sarah McKeever in District 8. They are all Republicans. A pair of county-wide millage propositions would fund public transportation services. The first requests 0.2 mills for four years and is projected to raise $181,920 in the first year. The second seeks renewal of 0.4 mills for four years, which would generate $363,840 in the first year. County voters will decide renewal of 0.6 mills for four years, to raise $545,759 in the first year for senior citizen services. Another requests renewal of a 0.95-mill, four-year public safety levy, which would produce $864,119 in the first year. Proposed renewal of 0.35 mills for the next four years would fund county animal control services and raise more than $318,359 annually. Cedar Creek Township seeks 2 mills until 2011 to pay for road improvements. The levy would generate $76,000 in its first year. Republican Larry Payne is running for a partial term as Clam Lake Township treasurer. Renewal of 1 mill through 2009 in Colfax Township would generate $23,536 in the first year to pay for fire protection. Greenwood Township is requesting renewal of 1 mill through 2009 for fire protection. The millage would raise $14,241 in its first year. In Hanover Township, a proposed 0.1863-mill, four-year levy would raise $6,403 in the first year for township operations.
