May 11, 2005GT County joins in filing chargesAlleged victim is former foster childByRecord-Eagle staff writer TRAVERSE CITY - Grand Traverse is the third county to file criminal charges against a Manton man accused of kidnapping and having sex with a former foster child. Dennis Jarvis, 34, is charged with one felony count of kidnapping and six counts of first-degree criminal sexual conduct for having a sex with a 13-year-old girl. The teen told police Jarvis allegedly met her several times to have intercourse in spots around Grand Traverse County beginning in November, according to a criminal complaint filed in 86th District Court. One incident occurred Feb. 12, when Jarvis allegedly picked up the teen at the Traverse City District Library and drove her to a motel in Mecosta County, where they stayed four days before she was reported as a runaway. The new criminal counts - each punishable by up to life in prison - bring the total against Jarvis to 18, including charges he faces in Wexford and Benzie counties. Jarvis was arrested March 31 after Benzie County authorities received a tip about a possible abduction attempt of the teen in Lake Ann. Police said Jarvis was spotted picking up and allegedly taking the teen to a wooded area, where he was arrested and charged with kidnapping and contributing to the delinquency of a minor. In March, Benzie Prosecutor Anthony Cicchelli said the teen offered information about other sexual encounters with Jarvis that likely would spur charges elsewhere. Jarvis remains jailed in Benzie County on $100,000 bond. He also was arraigned in Wexford County April 26 on nine criminal counts for alleged incidents with the girl between March and August 2004, when the foster child lived with him.
