Development planned for Frigid Foods

      SUTTONS BAY - A developer has purchased the 161-acre Frigid Foods Products Co. plant site at the north end of Suttons Bay and plans to build up to 286 homes and commercial space there.
      Marcus Yono, president of Brighton-based Livingston Building Co., recently bought the property from the Roth Family Trust. The Roth family has owned the fruit processing and freezer plant since 1947 and operated it until 1988.
      The property spans both sides of M-22 and has nearly 700 feet of bay frontage. Part is in the Village of Suttons Bay and part in Suttons Bay Township. The purchase price was not disclosed.
      Yono and his agents talked with township and village officials about their plans for several months and Monday made their first formal presentation to the village council.
      Phase one would include an office building topped by six apartments, 60 waterfront attached condo units, 15 home sites with views of the bay, a clubhouse, indoor pool, gym, tennis courts and a beach area with a boardwalk.
      Phase two would have a mixture of 205 attached condos and single-family homes.
      Village president Larry Mawby said Monday the proposal generally conforms with the area master plan and zoning. There are, however, several matters that must be resolved before building starts, including:
      - The well serving the village water system may not have the extra capacity to serve a large development. Also, the site is uphill from the village well, so some kind of pump system would be needed.
      - The village sewer system is already at capacity and is under mandate from the state to make improvements and expand.
      - Yono has asked the city to consider annexing that portion of the site that's in Suttons Bay Township into the village. The project would have the potential of doubling the village's estimated 2002 population of 591.
