      The filing deadline for state and local offices isn't until May 16, but here's a look at the people who say they're running and have filed or will within the next week.
      Incumbents are denoted by asterisks.
      The list has been gathered over two weeks and is not complete because information was not available yet from some local governments. In some cases, the Record-Eagle was unsuccessful in efforts to contact incumbents or other people said to be interested in running for public office.

      ANTRIM
      Antrim County has three key races in upcoming elections: sheriff, probate judge and the District 5 county commission seat.
      Longtime incumbent sheriff Dale Roggenbeck faces a challenge from Bellaire village police chief Terry Johnson, a fellow Republican, as well as from Democrat Charles King.
      Probate Judge John Unger, who has served on the county bench for more than 23 years, faces his first race in recent memory from current 87th District Court Judge Norman Hayes.
      Hayes is seeking the probate bench in lieu of running for judge in a 86th District Court, which was recently reorganized to include Antrim as well as Grand Traverse and Leelanau counties. County commissioner races are quiet this election cycle, with the exception of District 5, where Republican incumbent Steven Roote faces at least three challengers.

      BALLOT PROPOSALS
      - County tax limitation proposal
      Renew for four years the breakdown of the county's 6.67 mills as follows: 5.4 mills for the county, 1 mill for the townships and 0.27 mills for intermediate school districts operating within the county. The ballot proposal has traditionally been overwhelmingly approved. If it were voted down, the amount of millage levied in the county would not change. The tax allocation board would simply have to meet and determine how to disperse the millage money.

      CHEBOYGAN
      Three police officers here and a local newspaper columnist have thrown their hats in the ring in the sheriff's race.
      Detective Sgt. Dale Clarmont of the Cheboygan County Sheriff's Department and Undersheriff Les Tebo of the Cheboygan County Sheriff's Department are running as Republicans.
      State police Sgt. Larry Miller, who works at the Cheboygan post, and Joan Otto filed petitions to run as Democrats. Otto is a newspaper columnist for the Cheboygan Daily Tribune.
      Tebo has 23 years with the sheriff's department and Clarmont has been with the department for 16 years. Miller, who has worked 23 years with the state police, is retiring in June.
      Otto has no background in law enforcement but said she knows how to delegate authority.
      "I now how to lay down the law," she said. "I have eight children and 12 grandchildren."
      Cheboygan Sheriff John Grabowski is retiring after 16 years as sheriff and 24 years with the department.

      Incumbent Sheriff Jeff Bodzick is being challenged by Clyde McMichael, who had 24 years with the department before he retired.
      Otherwise, the biggest contest shaping up so far in Emmet County is the Republican race for the District 4 county commission seat
      Incumbent commissioner Patricia Mather is moving to North Carolina. Candidates are: Katie Derrhorn, who is on the Emmet County planning and zoning commission; Al Behan, Petoskey city assessor; and Tamilyn Sanderson, a substitute teacher and president of the Michigan Chapter of Republicans for Environmental Protection.
      Jim Harris has filed as a Republican for the seat being vacated by commissioner Doug Jardine. LeRoy Gregory is not seeking reelection in District 3 and Stephan Scholl will seek that post.

      KALKASKA COUNTY
      Voters in the village of Kalkaska will have the final say in a controversial appointment of a county commissioner in district 7.
      And a father and son hope to continue their tag-team representation of Commission District 3.
      Harold Eickholt said he intends to run for county commissioner in District 7 against recent appointee Craig Wood, the village's public works director.
      The county board passed over Eickholt in favor of Wood to fill a seat left vacant when commissioner Russ Bell resigned after moving outside his district.
      In District 3, board chairman Zachary Cox said he will probably not run for re-election. His father, former commissioner Michael Cox, probably will run for that seat.
      Zachary intends to step down because he's buying his father's business, Natural Farm Products, and wants to devote his time to it.
      Zachary ran for the first time in 1998 at the age of 22 after his father gave up the seat to run for the state House. Michael Cox lost in a crowded primary race to Ken Bradstreet, R-Gaylord, who went on to win the election.

      MISSAUKEE
      Prosecutor Charles Parsons won't be a candidate for prosecutor, choosing instead to run against Probate Judge Frederick Krupp.
      Two attorney are running for prosecutor. William Donnelly Jr. of McBain is a former Wexford County assistant prosecutor, and Cameron S. Harwell is city attorney for Lake City.
      Krupp has been probate judge since Gov. William Milliken appointed him in 1981.
      Parsons ran for the 6-year judgeship in 1994 and lost by less than 100 votes. He didn't have to resign that year because it was an off-election year for his four-year prosecutor's term. This is an election year for both offices.
      Voters will also see contested races in two county commissioner districts.

      At least one county commissioner district is without a candidate so far, and another will probably feature a controversial former Cadillac city councilman as a candidate.
      Lester Barnes of Mesick is not running for re-election in District 2.
      In District 7, William Barnett said he will probably run for the seat currently held by Richard Hill, who has not attended a meeting since January.
      Last year, Barnett lost his bid for re-election to the Cadillac City Council in the wake of his arrest in 1996 on a charge of possessing cocaine. Barnett ended up pleading guilty to cocaine use, a misdemeanor, and was sentenced to 30 days of house arrest.
      Commission chairman Darrell Kelley said there's a good chance he won't run for re-election in the District 1. The father of four has a full-time job working for an insurance company and also owns a bar in Marion.
